Abstract(英文摘要):www.328tibEt.cn Under the background of globalization, knowledge-economics and sustainable development, the development of world economy becomes more and more regional. The innovation ability and the regional innovation system of a region turn into the determinant to get competitive advantage. It is known to all that, regional innovation theory can bring technique resources and intelligent capital such as knowledge, learning, innovation, social capital and clusters into modern regional development theories, and it’s a new perspective for regional development theories. Facing the challenge caused by the uncertainty of more and more furious international competition situation and the industrial traner, regulation of structure also the pressure comes from the regional competition, enhancing the regional innovation and competitive ability is the most necessitous and essential nowadays.However, are regional innovation systems which everywhere established catholicon for every area? Facts from regional economic development show that there is great distinction of regional innovation efficiency among different areas. One of the main reasons is system-disabled.The aim of the study is to provide better insight into the efficiency of regional innovation system. On the basis of the theory on innovation system and regional innovation efficiency evaluation ways, the author bring forward a theory frame to evaluate innovation systems, that is dividing the science innovation system efficiency into two stages, one is technology efficiency, the other is economical efficiency. Using the samples of Liaoning, Jilin, Heilongjiang Jiangsu and Guangdong and 14 cities in Liaoning province based on C2R model of DEA, the author evaluated the efficiency of the Liaoning province science innovation system. And at last the author got her countermeasure and suggestions to the Liaoning Science Innovation System.The thesis is divided into 6 chapters and the content of every chapter is in the following:The thesis elaborates on the research background,research purpose,and literature review of both domestic and overseas studies through generalizing the developing process of regional innovation system’s efficiency study , the confine of the study is fixed based on the aim of the research. Also, the theoretic and practical significance of this study is discussed.Regional innovation systems theory, included the fundamental meaning of innovation, the basic meaning of a national innovation system, the basic meaning of the regional innovation system, regional innovation systems theory and relationship of national innovation system and regional innovation systems. Regional innovation systems relevant theory major introduced the basic elements of the regional innovation system, the factor affecting regional innovation system, regional innovation system operational mechani.An evaluation index system in the efficiency of regional science and technology innovation system,and an evaluation model are constructed. First,the principal theories of Data Envelopment Analysis methods commonly and a typical C2R model and its economic implications are introduced. Second,following the objective-oriented, scientific, concise nature, and feasibility evaluation principals, an evaluation index system in the efficiency of regional science and technology innovation system is constructed and the critical internal and external factors are pointed out. The first-stage input factors include proportion of R&D outlay accountant for GDP, proportion of R&D personnel account for obtain employment personnel, and the amount of Science and Technology organizations. The first-stage output factors include invent patent, practicality new pattern and appearance design. Take the first-stage output factors as the second-stage input factors, the second-stage output factors include the amount of new product development projects, the added value of Hi-tech industry and per capita regional GDP. Finally, the author constructed the regional science and technology innovation system assesent model and the C2R cluster analysis model.An empirical study on the science and technology system of Liaoning Province is set. First the author analyzes the current situation of the science and technology system in this region .Then, the author used the DEA model to analyze the efficiency of Liaoning with another 4 provinces’science and technology system. The result is that Liaoning is the only effective one in technical efficiency assesent and the only noneffective one among the five provinces. Based on this, the author used the DEA model to analyze the innovation system efficiency of 14 cities in Liaoning. Through the research results of these two levels, the author got the situation in every city, in this way, she got the problems exist in Liaoning province and try to find the reason.The existing problems and suggestions for boosting up the efficiency of science and technology system in Liaoning province are founded. According to the problems,the author suggests that the government should perfect the regional innovation network and reconstruct the innovation bodies. Vigorously promote innovation in systems and mechanis, creating technology innovation, the new platform to promote cooperative, nurture knowledge-based supply chain industry-specific technology research and development network, the establishment and improvement of technical chain and the industrial chain market lap, integrating industry resources, Formation of regional characteristics and the international competitiveness of the local industry clusters, coordinating regional development and the attainment of a balanced space. To strengthen scientific and technological innovation system intermediary services, accelerate the tranormation of government functions, activation of high-performance service-oriented administrative mechani: increase investment in science and technology funds, technology input adjustment structure, to further promote the reform of the management system of science and technology plan. increase the regulation and control of IT projects, scientific and technological operational mechani reform, strengthen resource sharing, government investment in science and technology policy in the market bidding, the government established the community sharing information resources; Construction of Creative Talents support system; create new raw materials, equipment manufacturing two major industrial innovation system; scientific and technological innovation system in the market conditions and policy environment : Technology plan to reform the reform as a focal point, to continuously improve the government’s right allocation of resources, and promote the policy of social investment in science and technology management process, enhance the transparency of government information resources to establish social sharing system, strengthen the government’s service function increase incentives to innovation and strengthening protection of innovation, improve the capability of independent innovation, etc.Technology innovation is hey, technology innovation system is the realization of regional industrialization of scientific and technological resources, overall regional economic development one of the important means, Only by strengthening the region’s scientific and technological innovation system, the systematic building, will truly improve efficiency, realize the whole region and, thereby, to promote the country’s innovation, without innovation nation has no future.
