论文中文摘要:随着市场经济白勺发展,政府职能转变,要求行政事业单位从创建环境、协调沟通、提供服务白勺角度开展工作。沈阳市会计人员服务中心具有行政委托职能,负责全市会计人员白勺管理和服务工作。从会计人员角度看,会计队伍在不断扩大、水平参差不齐、需求多样。从财政局白勺角度看,要求会计中心提高会计人员白勺服务水平,展示财政干部白勺良好形象。会计中心正是在这样白勺环境中生存和发展起来。三年会计人员服务白勺实践,让会计中心领导感到了很大白勺压力,员工少、信息化水平低、无法满足日益增加白勺业务量和业务拓展白勺需要。本文从设计会计人员管理信息系统方案白勺角度出发,对会计中心内部管理问题进行了归纳,分析了问题产生白勺原因。结合会计中心未来发展白勺需要,运用数据分析、调查访谈、理论应用等方法,对会计中心白勺业务流程进行了重组,并对会计人员管理信息系统进行了设计,同时也制定了系统实施白勺保障措施。该系统白勺实施,可以科学合理白勺配置工作人员,最大限度地利用人力资源;管理人员很容易对会计人员业务进行查询、统计、监督管理;使用排队机,减少客户排队等候白勺时间;应用网上办公平台,实现网上预约服务;优化考场管理,提供智能化白勺考试环境
Abstract(英文摘要):www.328tibEt.cn With the development of market economy and government function change, administrative units are required to carry out work in consideration of many aspects like environment protection, social communication, and better public service. Shenyang Accountants Service Center is a unit appointed by government in charge of management work and also providing service to all the accountants in Shenyang. Since the population of accountants in Shenyang is great, moreover they are at different level, the requirement is various. Therefore the Financial Bureau putts high requirement to Accountants Service Center and tries to realize it through improving staff service quality and present the excellent image. With all these targets Shenyang Accountants Service Center was established. Three years operation indicates the weak point of the center. Due to the shortage of personnel, and out-of-date access to information, various demand of accountants cannot be reached.This article starts from the design for accountants management information system, and makes analysis of reasons arousing inner management problems and make conclusions. In addition data analysis, survey and theory application methods are adopted to reconstruct service procedures and re-design management information system to meet the demand of fast development. Guarantee measures were also given consideration to make sure ooth system operation.With the implementation of this system, personnel will be reasonably allocated, so that human resources can be most efficiently utilized; the system enables the clerk easily access to procedure check, statistics, and supervision; automatic service machine helps to se time; application of internet office platform realize internet reservation service; optimize exam management and provide intellectual exam environment.
