财务网上报销系统开发模式探索与实践

Abstract（英文摘要）：www.328tibEt.cn The PetroChina Company Limited, as the largest producer and supplier of crude oil and natural gas in China, which is supplying such services as the exploration, development, production and sale of crude oil and natural gas, the refining, transportation, storage and marketing of crude oil and natural gas, the petroleum engineering technical service, the petroleum machinery processing manufacture, the petroleum trade and so on, takes the dominant position in the production, refining and sale of crude oil and natural gas in China.Along with the company’s development, the company is facing many questions: How to recognize the expense with a fixed system and process? How to reduce the management costs? How to improve the level of controlling risk using internal control system? How to cut down the redundant work? How to build a management system of expense which is the multi-functional and modernistic system and supplies the joint operation environment for the staff? How to recognize the expense strictly according to the budget, strengthens the expense management level of department and company?Through the implementation of "online financial reimbursement system", managers will solve these questions effectively. Based on the system, managers will strengthen the management of expense, control the management cost of the company, enhances the management transparency of the company. And managers will improve the efficiency of the company’s operation, oid the massive artificial calculation, speed up the payment, cut down the management costs, so managers can make the staff’s relationship better, and strengthen the joint operation ability among the departments. The system can gather the operation data and information of the company for managers who can make analyses and investment decisions using these information. And the system will build the good foundation for the company’s development.Based on the project of“online financial reimbursement system of PetroChina”, that I joined the team who built the system, this paper introduced the development and realization process of the system, and introduced the technical construction, the service construction and the application construction of the system particularly.The system, designed and built using the SOA construction, is a coupling application system, which satiies the requests of the general management such as flexibility, integration and Unification. At the same time, using the integration solution with different factors (data, functions, windows), and sing the investment of the original information system, the system can adapt the various service demands, and integrated with financial information system and other specialized application systems seamlessly.According to the technical construction, the system includes the interface layer, the function layer, the platform module layer and the data layer.1) Interface LayerThis layer provides the interface module for the system user.2) Function LayerThis layer provides the foundation functions and services to the application system, including unification certification, authorization, and data security, and so on.3) Platform Module LayerThe platform module layer, which does not realize any specific function, provides a platform for the operational application and makes the related service function easy and standard.4) Data LayerThe data layer sealed the data of the system, which can reduce redundancies from application layer to realize this kind of work, and standardize the accessing and recording of the data. The data layer mainly includes the system log recording module, the data accessing module and so on.The project purposes of the finance Online Recognition System are:Making a variable procedure of the recognition;Signing and authorizing automatically according to the agreement;Expandable system construction;Integrated with existing system fully.According to these goals the boundaries of the system were identified. Using Online Recognition System in finance department, accountants can recognize the business trel application, the loan, the expense recognition, making accounting documents, the budgetary control, and other service modules, and so on. In this paper, I only explained how to design the system and realize the process using some of particular modules. With the system engaged, managers may strengthen the budget management greatly, se the money consumed by the company and subsidiaries. So managers can control entire company’s costs. This system can enhance the financial operation efficiency 3-5 times, and cut off the time that manager authorizes the expense, restrict on unnecessary expenditures. The system has carried on the comprehensive promotion in the PetroChina, and has a very good application prospect and makes economic efficiency for the company.
