It plays an important part for insuring the people’ s health, promoting economic development and keeping the society stability.The financial management system is an important part in the medical insurance system. The capture and payment of the funds and execution of the related politics depend on the management of the financial management system. It is the last window for the payment of the medical insurance funds. It plays a very important part for the management of medical insurance funds. Objectively it is required to run steadily and normally. Only the advanced information technology is fully used, the business level and service quality can be roundly improved, and the requirement for medical insurance in all sides can be satiied.In the recent years, with the constantly reform of the medical insurance system, the medical insurance business in the city is constantly extended, the medical insurance field is constantly enlarged, and people took the insurance is constantly increased. Therefore the medical insurance business in the city has the characters such as wide cover field, great business data, long use period, high politics and high concern from common people. The old medical insurance financial system in the medical insurance center can not satiied with the current demand of medical insurance. The system must be updated. While the most financial system in the market has the certain universal character, some functions are not responded with financial management of the medical insurance. The medical insurance financial management system must be base on special medical insurance financial management. With the process of our country’ s medical insurance system, aiming at the character of the medical insurance business management, the advanced computer technology must be used. Meanwhile the advanced thoughts of funds financial management must be combined. Based above reason, Liaoyang Medical Insurance Center brings forward to program a financial management system according with the demand of our city medical insurance character.We he made a deep and exactitude investigation about the business field and process of the financial management system in the medical insurance center, and found some problem in the old system. During the development of the system, we determined at first the system goal, and analyzed the requirement of the system functions, and determined the final business program with the financial department people in the medical insurance center. The second, we analyzed the system function, input and output, data management, trouble shooting etc. The first packet medical insurance center required that the system has some flexible, and suits to more operating system, multi users, friendly interface, simple operation, and has powerful ability for data management and trouble shooting. The medical insurance financial system has a great number of data, it is needed to store in a server, therefore the system module is C/S module, namely client/server module structure. The PowerBuilder is completely designed with client/server structure, therefore we choose PowerBuilder 9.0 as the front platform development tool. The PowerBuilder uses the object-oriented and visual technology, and supplies a visual application development environment. We can conveniently and rapidly develop the data base application program with the data and data base management system in background server by PowerBuilder. The background server database uses a popular client/server system structure: oracle9i.After this, we began to design and realize the system. During the period of system design, our main work was to determine the system assemble module, combine design for all modules and design the database according to the business process. According to the business process and considered the used financial system module structure, at last we kept the 5 original function module: system management, payment system, account system, report system, factor management and right management. But the function was increased. All the modules are not independent, they are connected through various data sheets. In the whole system, one database user stores multi account data - dingle database user method. The programming difficulty is decreased. The database management is convenient. During the realization of the system, the development team division the work and cooperated the work. The medical insurance financial management system function is finally realized with a strict divided modules and determined business process.At last, we tested the main function of the system. After test, the character is good, interface is good, use is convenient, basically realized the planted basic function and satiied the demand of our city’ s medical insurance center.Above is what we he done. And we wrote the thesis with it. At this thesis we described the background of the system development, discussed the development process of the medical insurance financial management system in detail and some function realized. The thesis is divided 7 chapters. The first chapter introduces the related knowledge of the management information system, and the development background of the medical insurance financial management. The second chapter briefly introduces the development tools PowerBuilder and Oracle for the medical insurance financial management system. The third chapter is system analysis. The fourth chapter is system design. The fifth chapter is some modules design and realization. The sixth chapter is system test and run. The seventh chapter is summary and outlook.The medical financial management system is succesully realized account initialization, system management, payment system, account system, report system etc. It solved some not promptly realized function in the old system operating. Such as solved without the cash account in the old system, solved the not inconvenient in the old system for system right management, solved the not flexible in the old system for setup the account subjects, canceled the daily account settle process, then it can oothly into the next workday, has a flexible subjects contribution system etc.The development of the medical insurance management system is basically satiied the demand of Liaoyang City Medical Insurance Center Financial Department, satiied the demand of medical insurance system development in our city. But the medical insurance system is till improving and completing, this system can be also constantly updated according to the new requirement.
