适应国库集中支付制度会计应用软件系统开发策略研究

Abstract（英文摘要）：www.328tibEt.cn The centralized payment system of state treasury is an important part of the management system of the state treasury, it is also one of the important parts of national financial reform. Currently, the theoretical research is sufficient for the concrete form of carrying out the centralized payment system of state treasury, but in the experimental stage it only stays in the level of operating. Practice shows that, on the foundation of the centralized accounting of accounting, it is an effective form to carry out the overall centralized payment system of state treasury that will strengthen the accounting inspectation and management, it is also an important measure that prevents corrupt from the headstream. Through the reform of centralized accounting, the relation of properties and rights between the public finance and work units is basically clear. That is: the ownership belongs to the government, the management right belongs to the public finance and the use-right is distributed to the work units according to the budget. As a result, the centralized accounting begins to develop rapidly throughout the whole country.In order to resolve the problem of how to apply the current operating platform of centralized accounting, and to carry the centralized payment system of the state treasury out in fully scale, oiding repeatly construction, it is necessary to carry out an active study and research about the development strategy of financial application software system in the centralized payment system of the state treasury. This text puts firstly the total strategy and the basic principle forward, on the base of searching for a great deal of related data and investigating the succesul experiences. Then it elaborates the concrete development strategy according to the budget management, accounting management, the finance information management, and state-owned property management ----the four sub- systems. It puts the special function needs and the solutions of this system from the view of finance accounting. Thirdly, it introduces the actual applied situations and the achievements obtained in the Accounting Center Futian District at Shenzhen City. Finally, it gets the inspiration from the practice, and put the concrete operating concept of the centralized payment system of state treasury forward, to reach the purpose of the best fusion between the accounting centralized accounting and the centralized payment system of the state treasury.
